President David has escaped to a warmer Clime, so the Elfs have taken control of the Presidents report this week.
Well that was the case last week, but this week the temperature has soared to 40 degrees here, so President David is on his way back to enjoy the sun. But us Elves understands that before coming back he is meeting Gazza in London for a well earned Red. (or should that be rest?)
Gazza has of course followed the lead of just about every other Rotarian in heading North this year. Some only made it as far as Tallarook, but they tried. Below is a copy of last weeks report from Past President Mike Englefield regarding the next few meetings. I am sure everyone read it!!

The “Miles Marathon” Sunday lunch (18 October 2015) is traditionally held as a Club meeting in lieu of a normal Thursday night meeting.
This year there will not be a Club meeting on Thurs 22 October 2015. Members are however encouraged, as a fellowship opportunity, to support Shourouk at The Common on that night by participating in her “Food Fair “ meal which is being held during that week in conjunction with other Eltham restaurants.
The Food Fair week will showcase the fare of local producers including Eltham Farmers Market stall holders.We understand that the night will include a presentation by former Eltham Rotarian, PP Chris Chapple, in which he will talk about the food that is produced by these passionate Eltham area people.

Jeannette Davison, recently appointed Arts Manager, Montsalvat, will talk to the historic underpinnings ( founded 1934) of the fabulous Arts Colony. There has been change at Montsalvat, fresher, more communicative, social media savvy.
Keen to participate more fully in the life of the Community.
PP Ken the Hawk will preside. Jules Aussems will chair before he again "hits the road" and Peter Bishop will sparkle as the Finemaster.

That's the message we got from Rotarian Mark Baigent – CEO Kalparrin Early Intervention Service.
Guest speaker Mark Baigent is a member of the Rotary Club of Greensborough Central. He has worked for more than 20 years in Sports Administration and the Disability Service Sector.
He is also CEO of the Kalparrin Early Intervention Service.
Kalparrin was established in 1976 by four mums of children with disabilities.
At the time most children with disabilities and developmental delays lived external of their families in institutions. Community based supports were unheard of. It started its services in a cottage owned by St John of God. Its first budget was $18,000. It supported 22 children, raised funds by raffles and was run entirely by volunteers
It moved to a premises in Greensborough. You might have seen it from the train? Travelling from the station towards Melbourne, Kalparrin appears below on the right hand side, surrounded by parkland and car parks. An excellent premises owned by the council, surrounded by Parkland on flat ground with plenty of room for wheelchairs and other equipment. Leased from the council on a peppercorn rental.
Today Kalparrin requires a $1.6million annual budget, it supports 150 families and is funded by all levels of government and philanthropy. It employs 30 Staff including Occupational Therapists, Psychologists, Social Workers, Physiotherapists, Speech Pathologists, Hydrotherapists, Specialist Education Teachers, Administrators and Program Assistants.
It provides services at centre and home. Kalparrin is a not for profit, early childhood intervention service which aims to optimise the physical and intellectual function of children with disabilities and developmental delays.
Mark stressed the critical role of early intervention (0 – 5 years), both for children and their families and for the economic dividends in the long-term.
It is governed by a voluntary Board of Management of 11 people including bankers, accountants, health professionals, lawyers, national CEO’s and parent representatives, chartered under a Constitution and directed by the Children’s Services Act.
The Future
By 2020 the Nillumbik, Whittlesea and Banyule Shires alone will have a combined population of 400,000 people, and statistics tell us that some 21,000 of these will be a child with a disability or developmental delay.
Today
With the introduction of the NDIS Kalparrin’s inherent structure and history lend it to being one of the most agile, boutique, bespoke and reputed early childhood intervention providers in Victoria. It sees itself as an organisation with boundless energy, an organisation with exceptional reputation and an organisation with chameleon capacities.
When Mark came to Kalparrin around 18 months ago it was clear that it had failed to adjust to change and was in urgent need of revival. It was a crucial time to prepare for the enormous social reform that was looming in the guise of the NDIS (National Disability Insurance Scheme) ….. and that time had to be made up quickly!!
In the last fortnight the Premier Daniel Andrews and Prime Minister Malcolm Turnbull announced that the NDIS would commence rollout in Victoria in July 2016 … starting with Kalparrin’s location.
The NDIS reforms will see the disability sector move away from eight separate State/Territory funding schemes to one national scheme. It will Ditch Australia’s welfare and charity model of disability funding, replacing it with a legislatively guaranteed “insurance” model and Change from block funding of disability service provider organisations, to individualised funding for people with disabilities.
To do this individuals will need to find a provider of the services that best suit them, selecting from both Commercial providers and organisation like Kalparrin.
Those providers then directly bill the state at the rate of $160 per hour for the services they provide.
There are some flaws with this model, in that there may be "rouge" providers happy to collect the cash, but not providing the service. Mark is of course well aware of this and was confident that because of the structures being put in place, such issues should be minimal and quickly rectified. One of the big pluses of course was the potential for disabled people to be in control of their care, rather than at the whim of a “Bulk” provider
Mark is indeed doing a great job at Killara, so much so that the Club invested a $500 donation to support their efforts.
It is with huge personal disappointment I would like to inform you that due to an ongoing foot injury, aggravated whilst running long distances, I have decided not to run the full Marathon this year. As I am sure you are all aware, to run 42km you have to be 100% fit and healthy. Sadly this year due to this ongoing foot problem I am not. This injury has hampered my training regime and I believe I just won’t make it to the finish line, which would be soul destroying on such a big day.
I do however intend to run in the Half Marathon event which is 21km. This distance I believe to be more manageable in the remaining training days available and on race day.
21km is still a significant run; however as the pain I have been suffering seems to be manageable until I reach the 25-30km mark I do think I will be alright to compete.
